Illinois State University (1966-1970) - Following in the footsteps of his mother, Mr. Foltz entered Illinois State University in the fall of 1966. He graduated with a Bachelor of Arts Degree in Political Science in June, 1970.

University of Illinois College of Law (1970-1973) - A tier-one law school, Mr. Foltz was accepted as a student in the fall of 1970. He graduated with a Juris Doctor in the spring, of 1973. Mr. Foltz sat for the bar exam in August, 1973, and he was admitted to practice in November, 1973.

Continuing Legal Education - Throughout his career, Mr. Foltz has continued his legal education through courses offered by both the Illinois State Bar Association and the Illinois Instruction for Continued Legal Education. In addition, he is a frequent lecturer at legal educational seminars present by the Illinois Township Attorneys Association.
